Abstract :
When six Japanese engineers were arrested in California last June 22 for allegedly buying IBM trade secrets from an undercover FBI agent and warrants were obtained for the arrest of 12 other persons in Japan, the problem of illegal export of U.S. technical information became public in a forceful way. If U.S. high-technology companies are tempting targets for the Japanese, then they must be irresistible for Soviet agents working to close the technological gap between East and West.
