  • Abstract
    On a North American-wide basis, protection system misoperations had the largest positive and statistically significant correlation with automatic transmission outage severity in 2012. On average, transmission events with misoperations were more impactful than transmission events without misoperations. They were also, in aggregate, the largest contributor to transmission outage event severity. A reduction of misoperations would lead to a great improvement in bulk power system reliability. Further, this paper presents the conceptual framework and statistical method that identify the top risks to reliability.
