Abstract :
This paper details a comprehensive plan for optimal placement of phasor measurement units (PMUs) within an electric grid. Optimal placement of PMUs can be based on several criteria pertaining to metrics such as reliability or observability, and different approaches to solve different issues. However, there is no overarching method that uses all these metrics simultaneously to determine optimal siting. This paper will detail an approach taken to consolidate each placement method, based on research from past work and independent test results, into a single dynamic methodology. Various metrics were considered and a valuation system was produced to appropriately weight each approach. A score was given to each transmission bus within the Electric Reliability Council of Texas (ERCOT), the Independent Service Operator (ISO) ensuring reliability to over 85% of electrical load in Texas. The buses were then ranked according to their score. Preliminary results show that this is a sound approach and further research and validation through historical data will be outlined for verification of results.
