Abstract :
The failure of the new Constitution drafted by the Law Committee and revised by the Board of Directors to become adopted last year, was due, it is well known, to the fact that a sufficient number of members failed to vote on its adoption. The total number of votes cast was 1668, of which 1507 were in favor of and 161 were against adoption. Had all the members voted, and had the vote been in the same proportion, the “Proposed Constitution” would have been adopted.
