Abstract :
Industry leaders, government representatives, and association spokespersons are in hot debate regarding the issues surrounding the IT labor shortage. The controversy centers on the US Immigration and Naturalization Service´s H-1B visa system. The narrow question being debated is whether raising the number of such visas robs jobs from US workers or creates additional jobs. The author discusses the two-tiered workforce and encouraging worker mobility
