Abstract :
This paper discusses methods for bit-rate transformation of previously encoded compressed video bitstreams. The proposed high-quality, low complexity bit-rate transformation algorithms are especially suitable for consumer devices such as the Home Media Station-a sophisticated multimedia receiver/decoder/recorder for consumer use
