CREATION of the position of Engineer neer-Consultant in the Presidents Cabinet is urged by H. L. Fruend, water-control planning board, Tennessee Valley Authority, Knoxville, Tenn:, in an article published in the September 1944 issue of Civil Engineering (pages 393–4).
