H. Rudnick comments on the paper by F.J. Rubio-Oderiz et al. (see ibid., vol.15, no.1, p.448-54, 2000). They discuss the Stanford Energy Modeling Forum set of principles to assess the performance of transmission pricing and ask the authors for their full rating of the proposed methods under the Stanford framework.
