Abstract :
Approximately one year ago, the financial crises hit the whole world. Everybody has been affected by it. The ones who did not lose their jobs have had to face income reduction, purchase orde r reduc t ion, market reduction . . . . IEEE and our Society have also been hit by this crisis. This might seem strange f o r a non-pro f i t organization. So I offer a few words of explanation.
