Abstract :
The civil airport facilities and equipment generally have the characteristics of high unit price, high technical complexity, high precision, long life and higherreliability. As the procurement has both public service and business characteristics, it is an important means to reduce operation costs and improve fund efficiency. Therefore, the procurement should adhere to economical and reasonable principles, and mechanisms should be actively explored to reduce operating costs and to lay a good foundation for civilian airports. This article starts from introducing the current procurement model of the civilian airports, analyzes its drawbacks, advances the idea that a centralized procurement model should be applied to civil airport facilities and equipment procurement. The article further studies the basic framework to build centralized procurement system of civil airport facilities and equipment from the aspects of channels and methods.
