Abstract :
The new driver is a major group of traffic accidents. Some facts of social environment, the driving school and the new drivers themselves, are reasons of high accident rate. According to the analyses, some enforced measures are promoted to prevent the new driver becoming a road killer. Strengthening the rules for driving license, concentrating on the construction of traffic culture, taking efforts to improve the standard of driving school, developing simulate driving system, enforcing the quality of the new driver, and all the measures is taken to reduce the accidents.
