Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
By real-time evaluation, This paper found the overall municipal government of Heilongjiang Province, whose e-government websites development level is low. It exists the following questions: Website localization is not reasonable; Website content is not practical; and Online interaction and online affairs service function is poor. By analyzing, we suggest that e-government websites should expand online service manner firstly, design clear convenient navigation service secondly, provide user-oriented services thirdly, and enhance the intensity of government information resource integration finally.
