With the socio-economic structural adjustment and transition, and ecological environment destructions, more and more public emergencies are growing. From an objective point of view on the government´s emergency management system and operational mechanism, it puts forward higher requirements, how to effectively prevent and solve all kinds of emergencies for protecting the people´s life and property is a new era of major topics for government. Strengthening research on public emergencies, improving government´s capability of emergency management is not only the important guarantee of government´s effective function, but also the vital initiatives to enhance the level of public services, to improve performance and enhance public trust. This article based on the contents and classification of public emergency, firstly defines government´s capabilities of emergency management and through comparison the analysis from overseas and inner scholars study evaluating system of government´s capabilities of emergency management mainly from function operation, system performance, stage of events, and the balanced scorecard approach. From view of capability constitution of emergency management itself, the article, combined with the characteristics of the public emergencies, puts forward the capabilities of emergency management, including early warning capability, decision-directing capability, capability for mobilization, communication and collaboration capabilities, resource allocation, evaluating and learning capabilitie- . According to the characteristics of each capacity, it presents the secondary and level indicators in the evaluation of the capacity of government´s emergency management, which can help the government to find weakness in the public incidents, and through targeted remediation to strengthen capability of emergency management.
