Urban E-strategy is often characterized by a large number of factors that are qualitative and can only be assessed on human judgments. So, it needs to be analyzed using methods that can handle uncertainties such as ignorance and fuzziness. In this paper all assessment information is modeled using a unified framework of a belief structure. And ER approach will be used to aggregate multiple factors, resulting in an aggregated distributed assessment for each alternative strategy. A numerical example is studied to illustrate the detailed implementation process of the ER approach and demonstrate its potential applications in strategy evaluation and selection.
