After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Along with the economical development, business management has changed from taking things as the center to taking people as the center, the need of management practice and massive non-performance management phenomena expedite management ethics, enterprise ethics ability construction has become the basic manifestation for enterprises to develop competitive ability. Combined with the reality, this article searched the existence ethics questions of china´s performance management and proposed suggestions of promoting performance management ethics construction.
