Abstract :
Although evidence for open innovation practices has been provided for large MNEs, they have not yet been analyzed systematically for small and medium sized enterprises. In the paper, we study the relationship between value creation, transaction cost and open innovation of small and medium sized enterprises, and analyze whether R&D public services platform contributes to open innovation of small and medium sized enterprises. In order to understand how R&D public services platform supports open innovation of small and medium sized enterprises, we further analyze the VIC model of Zhangjiang Hi-tech Park.
