After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper focus on the analysis of current risk-management and control system in Electrical Enterprises of our country with a background that we are confronted with the challenge to deepen reforms of internal control mechanisms in medium and large-scaled enterprises and to cope with external operating risks. And it also discusses the feasible countermeasures and suggestions in respect of enhancing risk-management in Electric power enterprises, with a hope of making certain contributions to innovation and development of electric power enterprise management mechanism in China.
