Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The non-standard aspects in GB/T 8054-1995, which is always regarded as the “standard” of sampling test, are proposed in this paper. Firstly, although producer´s risk α is controlled at 5% or so, user´ s risk β is significantly higher than 10% in many plans, even up to 15%. Then, reasons of this problem are analyzed. Finally, recommendation and some revisions are proposed.
