Abstract :
Internet has emerged as a disruptive force for the conventional communication model. Internet evolution as the most effective communication medium paved the way for convergent communication services and new business models. The growing incidents of internet service discrimination [1] and service Blockade [2] has once again revived the debate of resolving the old issue of Network neutrality [3]. The recent incidents of challenging the regulators´ power over internet control, absence of a regulatory framework defining the parameters to address the growing conflicts among various stakeholders of the internet architecture and Title I classification of the internet access services such as Broadband & cable Modem are major concerns for the future. Net Neutrality or network neutrality is a major debate in lieu of future communication with convergent applications and the competitive business models. This paper discusses the Net Neutrality concept as viewed in different perspectives, possible implications of Net Neutrality Legislation, Regulator´s dilemma and the possible Balance approach.
