Abstract
Air Traffic Flow Management protects air traffic from overload and ensures the maximum utilization of airport capacity in all situations. The air traffic flow management problem of multi-airport open network is studied in detail in this paper. A generic model for this multi-airport open network is presented, in this model, interdependency between airport arrival capacity and departure capacity is presented. Furthermore, cutting plane algorithm and integer programming are applied to this model, and its effectiveness and reliability are verified through the analysis of simulation result.
