Enterprises cluster have received renewed attention in recent years because clusters are today recognized as an important instrument for promoting knowledge creation and technology innovation. However, the rapid transformation of the competitive scenario leads to new challenges for the traditional clustering model. The evolution of cluster structure show that the clusters with leading firms and moderate hierarchy have more advantage on cooperative innovation and knowledge creation. Our aim is to propose an analytical framework on the innovation capabilities of enterprises cluster based on network structure theory. Firstly, this paper summarizes the existing literatures and compares the two basic types of enterprises cluster with different network structure. Secondly, it analyzes the learning mechanism and innovation character of the two types of clusters. Finally, this paper focuses on the innovation defects of traditional cluster and the risk avoidance and inherent mechanism of hub-and-spoke cluster in technology innovation.
