Based on the survey data of 560 farmers from 15 counties (or cities) in Jiangsu, Jiangxi and Sichuan provinces, this paper empirically analyzes the factors affecting farmers´ moral hazard in the production of safe agricultural products by binary choice model. And the results indicate that production envionmental supervision and agricultural input supervision of government regulation are helpful to reduce farmers´ moral hazard, but production process supervision and market access supervision have not taken effect. Moreover, enlarging planting areas of safe agricultural products, encouraging farmers to attend agro-industrialization organizations, providing better and more training of quality and safety and guidance of production technology for farmers and improving farmers´ recognition degree on the production of safe agricultural products are beneficial for reducing farmers´ moral hazard.
