After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The earthquake-resistant design of large and important buildings is related to the safety of people\´s lives and property. The purpose of seismic standards development and implementation is to reduce the economic impact and social loss caused by earthquake damage to buildings. According to the newly published “Assessment to the Economic Effect of Standardization”, a study to economic effects based on the comparison to useful results and input in standardization of the large and important buildings involved in "Seismic Design of Buildings ".
