This article take technological innovation chain demonstration project of Sichuan Province as example, and studied the problem that how enterprises and research institutions, universities allocate the project funds and the achievement intellectual property rights. From the economic point of view, we assume that enterprises and research institutions, universities are rational people, and through the Edgeworth box diagram to analyze the distribution of the project fund and the achievement intellectual property rights, analysis the conditions under which condition enables enterprises and research institutions, colleges resource allocation and Pareto efficient allocation of resources. The analysis shows that, under certain constraints of resource endowments, when the prices of the project fund and the achievement intellectual property rights are equal, we can achieve the general equilibrium of resources about enterprises and research institutions, colleges and Pareto efficient allocation of resources.
