Service innovation for adjustment of agricultural structure: Management model of “Three Fives”: Based on the practice of Jili District Government in Henan Province

In the promotion of agricultural structure adjustment, Jili District Government in Henan Province cultivated the management model of “Three Fives”, i.e. the organizational model of “Five Alliances”, the operational model of “Five Links” and the management model of “Five Unions”. It has been proved that it is of great help to the adjustment and optimization of agricultural structure if the government plays a better role of bridge or ties and performs its functions of comprehensive services. In details, the government should integrate various resources, such as scientific institution, financial department, peasant, company and media to construct modern agricultural organization and provide technological information, research resources, project, start-up capital and scientific demonstration for peasants; establish a public service platform to provide information service for peasants´ cultivation, base management, company organization, factory´s processing, market forecast and scientific service for the development of product market; establish an agricultural management platform to realize unified management and supervision of the whole process, including seed supply, technical training, product label, product pricing and marketing.
