This paper studied the factors involving the tertiary industrial employment in Shandong province by using gray relation analysis. Our results showed that urbanization level, non-nationalization level and industrialization index were the important factors affecting the tertiary industrial employment in Shandong province. On the base of the results, we gave suggestions about how to improve the level of the tertiary industrial employment in Shandong province.
