Abstract
The deregulation of the electric power industry raises new concerns for equitable attribution of harmonics, between the private power producers and the rest of the power network. This paper presents a concept for sharing the responsibility for harmonics. The sharing is based solely on measurements during the operation and at the point of connection. The concept is also applicable to other types of steady-state power quality deterioration, namely repetitive RMS fluctuations, waveform distortion and three-phase unbalance
