Abstract :
With the development of economy and the level of human life is raised, it is more and more urgent that needs of the water environmental security for people too. Effective utilizing water resources and ensuring the water environmental security will directly affect the national economy and social development, and the ecological environment quality, and directly influence the realization of targets of building a well-to-do society in an all-round way, it is becoming the first important event for Economic development. The misconduct of utilization and configuration of water resources will affect the water environmental security, even spread to efficiency of the ecosystem circulation. It is considered as a standard of reasonable allocation for water resource allocation, This paper proposed water resource allocation by establishing optimal allocation model of water resources based on water environment security in Shenbei region which is located in Lining province of China, using engineering measures such as water sources conservation, water saving, pollution control and conjunctive regulation of surface water and groundwater. According to proper configuration of limited water resources, the paper also promoted water environment recovery in the region, ensured the water environment security achieve sustainable use of water resources.
