Abstract :
The environmental governance is an effectual way to solve the current environmental pollution. It is very important to make full use of investment in the environmental governance, because the investment is short, and has become the “bottleneck” of the environmental protection. But it is the key problem that how to get hold of the main influencing factors of the investment efficiency of the environmental governance and control them to improve its efficiency sensitively. In order to solve it, the assessment index system of the investment efficiency of the environmental governance is built, and a method is given to assess its investment efficiency based on Data Envelopment Analysis (DEA) and analyze the influence degree on the efficiency between each assessment index by Grey Incidence Degree Analysis Method to find the key influence factors. The efficiency of the investment in the environmental governance can be improved by managing and controlling the key factors. It is proved that it is available by the data of fourteen cities in Shandong Province in 2008. The obtained key influence factors of the investment efficiency of the environmental governance include Total investment in the treatment of environmental pollution (F1), Industrial soot removed (F3), industrial waste water meeting discharge standards (F2), Volume of garbage disposal (F9), etc.
