Abstract :
This paper discusses the problem of the current user-select assignment strategy, and reviews the concepts of assignment optimization relative to future spectrum utilization. The computerized Frequency Assignment Model, FAM, is also presented. It is used to demonstrate the effect of two assignment strategies (the random and the optimum strategies) on the number of possible assignments in a specific mobile radio band (152 MHz) in the L. A. area. The results obtained for the two strategies are compared with the user select strategy.
