Abstract
There is a puzzling problem of anomalous electromagnetic absorption by random system of small metal particles in far-infrared (FIR) and sub-mm range. We start from the classical Maxwell-Garnet approach (MGT). To explain the anomalous absorption we take into account the fact that the wavelength in metallic inclusions is reduced due to a large dielectric permeability of the metallic inclusions. Therefore, we have modified (MGT) for a dilute suspension of small metallic particles
