Abstract
This paper studied the relationship between industrial elements input and cluster-benefit, took Shandong province´s and Zhejiang province´s textile industry as an example, analyzed the data from 2000-2007 of the two provinces with scale sensitivity model. We found that investment and benefit in Zhejiang´s textile industry are inconsistent, the element affects most is unit value of liquid assets. Further analysis indicated that the unbalanced relationship has difference of districts, for the region has not been over-crowed, the more inputs, the greater outputs, otherwise, the situation if opposite. The conclusion is significant for government to make policies and for scholars to study the restructuring of industrial clusters and size optimization.
