  • Abstract
    The future of electric power is smart grid, one of the key parts is smart substation. The Technical guide for smart substation is published by State Gird Corporation of China for the construction of smart substation and Tri-status measuring and control device which includes the steady state measure, transient state measure and dynamic state measure is presented. The uniformed source data with the absolute time scale can be used in substation , dispatch center and wide area measure system (WAMS).The development of the device is described in detailed. The design of hardware is proposed and the functions of tri-status measure are discussed. The communication of process layer which include sample, goose and IEEE1588 are researched. The communication with data center and supervision and control system is described. The widely use of this device will promote the development of smart grid, especially the smart substation of china.
