Abstract :
Emergencies challenge emergency managers´ decision making capabilities for developing unified action plans to ensure effective coordination of multiple responding agencies. In this paper, the HTN planner SHOP2 is extended for adapting to temporal characteristics of emergency response. The experimental results in flood evacuation show that our planner satisfies the specific planning requirements.
