Abstract :
As is well known, earthquake often inflicts severe casualties and property losses. The occurrence of earthquakes can not be reliably predicted by current technology, therefore the earthquake emergency and rescue is an important part of protecting against and mitigating earthquake disasters. The Earthquake Emergency Command System (EECS) helps the relief work carry through well. An EECS prototype based on the integration of Geographic Information System (GIS) and Remote Sensing (RS) is introduced in this paper. In order to enhance the stability, compatibility, efficiency and operability, the system is built based on B/S architecture. And the spatial data (vector and raster) is processed and managed by our customized tools, which preprocess the spatial data into common web picture formats (jpeg, png, gif, bmp). The preprocessed spatial data is stored in a pyramid model for faster access operations. A B/S-based data management and updating software platform is designed and implemented. The real-time post-earthquake information, which is important for emergency command decision-making, can be easily integrated and displayed in our EECS. Test results show that the prototype system is feasible and effective in real applications.
