Abstract
Motion-compensated temporal filtering (MCTF) is a useful framework for scalable video compression schemes. In this paper, we propose a new scalable video coder that combines motion-compensated temporal filtering with an embedded wavelet based coder. To improve the coding efficiency, we adaptively weight the target bitrate according to the temporal frame position in the temporal pyramid. Comparisons with state-of-the-art scalable video coding solutions have shown that our method yields a higher compression performance with a superior video quality.
