Abstract
PLATON is a RACE project which will provide methods for the layout of UMTS radio networks. Those methods will be integrated in a software tool which from a set of teleservices, their traffic distribution and a geographical terrain database will give the best configuration of cells according to grade of service, use of the spectrum and cost. The main achievements concern the software structure and such parameters as a library of cell architectures, quality of service requirements, propagation characteristics, soft handoff variables and mobility issues upon which the radioplanning is based
