Abstract :
The production emergency ability system is one important part of improving emergency management level, it is the effecting result of the emergency ability supply and demand, and it also is the outcome of the joint effect of the internal and external environment of emergency surroundings. The production emergency ability system is constructed based on the theory of enterprise ability and emergency ability management, and thoughts of systematology. The enterprise obtains some emergency benefit and achieves emergency targets under the combination effect of the internal and external environment, and the input of emergency resources. In this paper, the emergency ability is divided by latent state and show state, and the enhancement of the emergency ability must experience a process from latent to show. Some important managerial insights are obtained, which are useful for the guidance in the scientific ability management of enterprise emergency system and social administration department.
