Farmer cooperative economy organization require the guidance, help and support of government. Government is the creator and impetus of institutional innovation of farmer cooperative economy organization, the “referee” of market economy, and the provider of social services and public goods. There are both positive effects and negative effects in intervention of government in farmer cooperative economy organization, therefore the way and the extent of intervention is crucial, the correct way is to propel, not to compel, to support, not to meddle, to guide, not to arrange.
