After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is Chinese strategic needs of social security system construction to establish and perfect rural society endowment insurance system. The paper discussed Chinese rural society endowment insurance reform process, and show clearly the government financial support rural society endowment insurance is the necessity and feasibility. Taking Hebei province as an example, the local financial subsidies of rural social endowment insurance ability and the trend of increase quantitatively analyzed. The research result shows that the Chinese local government has the ability to support new rural society endowment insurance of the overall implementation. But in the long run, financial aid endowment insurance amount of fiscal revenue absolute amount will has been increasing, but its accounts for the financial revenue ratio have gradually decreasing trend.
