Village and town banks came into existing in China, not only to alleviate the countryside financial contradiction and to break the bottleneck of rural financial development, but also to support the development of “Agriculture, Countryside and Farmers”. However, original property rights system of this kind of bank has greatly limited its operation of financial functions and long-term development. Based on the analysis of the originator system, equity structure, withdrawing mechanism and other system constraints, and with reference to the experiences of Grameen Bank in Bangladesh and Australian Community Bank, some advices will be given on improving the property rights system for keeping the sustainable development of village and town banks.
