  • Abstract
    Following the two-way causality between energy consumption and economic growth, the paper establishes one knowledge exogenous economic balanced growth model which including representative vendors, nonrenewable energy production departments, renewable energy production departments, government, representative family based on slow growth model and the optimal theory, it studies the conditions of economic balanced growth. The conclusions show that the balance condition between energy consumption and economic growth is the growth rate of energy quantity per- effective work equaling zero, finally it proposes the policies from the angles of intensifying energy saving and emission reducing as well as resource tax.
