There are multiple participants involving in humanitarian supply chain, and it is not an efficient choice for participants operating the logistic system by themselves. Rescue efficiency of humanitarian supply chain can be improved by the cooperative relationship government (public) agencies develop with private sectors, which also will bring benefit to both parties. Referring to benefit distribution of public projects based on their evaluation on the projects, the paper shows that the optimal investment levels of public and private sectors can be gained so as to maximize total social welfare. More over, the optimal investment level of each part is adjusted by evaluation coefficient and their relationship is not monotonous.
