After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

A statistical measurement fusion method based on relation matrix for target tracking is proposed when the measurements from multi-sensor do not follow normal distribution. The algorithm uses variance weighed distance to solve the problem of non-normal distribution and integrated fusion degree of sensors to build the relation matrix where eclipse curve fuzzy technology is adopted nearby threshold. Simulation shows that tracking performance of statistical data fusion based on relation matrix is better than the tracking performance of traditional fusion in the multi-sensor target tracking system when the measurements from multi-sensor are non- normal distribution.
