Abstract :
The improvement of video coding is depended on how to reduce the use of motion compensation prediction residuals (MCPR), which is also called displaced frame difference. This paper has put forward a PSNR scalable image coding method based on bit-plane technique and lifting scheme wavelet. Combining the statistical property of MCPR and HVS property, the method constructs different bit-planes according to the target bit rates so as to achieve PSNR scalability. The experimental results prove, that the proposed method can be implemented simply and achieve high code / decode speed and good compression quality at very low bit rates. Moreover, the method can realize image´s PSNR scalable coding
