Summary form only given. A discussion is presented of the limitations of computer-aided software engineering (CASE) for software development productivity. The role of scale is also examined. To make CASE tools and formal methods more suitable for the development of communications software, improvements need to be made in the following areas: incremental evolvable environments, compatibility with existing methods, ease of learning, and application-specific building blocks
