Background (a) Current ATM system is a result of short-term fixes to evolving problems (1) Not capable of handling predicted traffic (b) In far-term, radically-different concepts of operation can be envisioned (1) E.g. fully centralized trajectory determination (2) E.g. fully de-centralized trajectory determination (3) E.g. some mix of the two (c) No generalized framework for comparing radically-novel concepts.
