After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

J. L. Deng proposed the Grey system theory in early 1980s. Now, there are hundreds of scientists and practitioners are focus on the Grey system theory. Based on their hard work, there are various applications of this fruitful scientific endeavor and high level scientific papers on this area. It has some successful results on social, economic etc abstract systems, such as engineering control, economic management, social systems and ecosystems. Most of results are considered the exact data but it is contrary to the fact. There are too many unascertained factors in the data, i. e., the data are considered in the interval. Therefore we consider interval appraise method based on grey relation and TOPSIS. It presses close to the reality. There are some papers on the same dimension of unascertained system and on the proper information system of different dimension. It means that our work is creativeness. In the paper we compare two methods on the Problem. By the comparison we know the TOPSIS method is more fitful than the tradition method. At the same time the TOPSIS method can be more in accordance with the policymaker´s willing whose aspect to be cared about.
