Abstract
The indices on evaluating service quality of basic level bureaucrats were given based on the analyzing of the connotation and significance of two-tier architecture indexes. And a comprehensive quantitative evaluating method for assessing the service quality base on fuzzy theory was put forward, which makes the transition from the subjective to objective, and from the qualitative to the quantitative possible in the process of evaluating t service quality of basic level bureaucrats. These facilitate to standardize administration power used by bureaucrats, promote participation of citizens and contribute satisfactory government in e-government circumstance.
