Abstract :
Ship to ship(STS) crude oil transfer at sea is universally recognized high-risk operation at sea. When incidents happen during crude oil transfer operations enormous oil spill accident and tremendous environmental damage will be caused, induced consequences could be disastrous. Based on chosen risk evaluation indicators and the risk weighted evaluation indicator, we establish the risk evaluation system for STS crude oil transfer at sea. Focusing on factors of human, environmental, the ships and management for analysis of the risk of STS crude oil transfer at sea. A typical case of STS crude oil transfer at sea in Qingzhou area is evaluated utilising this risk evaluation system, which may help the maritime authorities decisions and reduce the risk of accidents in the waters to ensure the security of crude oil transfer operations.
